Nothing operates in isolation.
Neither do we.
Clear decisions.
Reduced risk.
Defensible engineering.
We align operational intent with technically sound solutions—so capability outcomes are understood, traceable and trusted.
NEXEC connects what others treat separately.
Because everything is connected. And when those connections are unclear, capability breaks down.
We make them visible, structured and traceable—so the system works as a system.
NEXEC Consulting Pty Ltd (NEXEC) is a Canberra based Defence engineering consultancy providing systems engineering, engineering management, and specialist engineering professional services to Defence and National Security clients.
We’re a boutique engineering consultancy working across Defence domains—land, maritime, air, space and cyber—and the full project lifecycle, from capability definition to acquisition, T&E and sustainment. We combine disciplined engineering with practical delivery. Female-owned and led, small and trusted.
We are boutique by design with a growth strategy that supports scale thoughtfully. We won’t just hire anyone; we are committed to matching the right people with the right roles to ensure the best outcomes for defence and work satisfaction for our employees.
NEXEC stands for Network of Expert Engineering Consultants.
While led by a single point of accountability, it is intentionally structured as a connected network of specialist engineers — sharing knowledge and experience within strict security and need-to-know controls. As NEXEC grows, this allows engineers to draw on peer insight, examples and proven approaches when applying standards, shaping an Operational Concept Document, or sense-checking a solution.
The result is work that is never developed in isolation, and outputs that are stronger, more consistent and more rigorous through access to collective expertise.

How we work
We don’t provide bodies—we provide engineering judgement. NEXEC operates as a connected network of experienced engineers, applying disciplined, standards-aligned practice across Defence domains and lifecycle stages.
We focus on matching the right people to the right problems, bringing clear communication, structured thinking and accountability to every engagement. The result is work that isn’t just progressed, but properly delivered—technically sound, traceable and able to stand up under scrutiny.

When to bring us in
NEXEC is typically brought in when confidence in the engineering needs to be strengthened. That might be when requirements are unclear, when design decisions need to be defensible, or when risk isn’t well understood or communicated.
It’s often at points where programs are moving forward, but the underlying logic, traceability or assurance isn’t holding together.
We help bring structure, clarity and rigour—so decisions can be made with confidence and the next stage can proceed without compounding risk.
About the Director
Elizabeth (Liz) Cowling —
Founder & Director
“I’m passionate about building a consultancy where engineers are trusted to apply their judgement and where disciplined engineering directly strengthens Defence capability outcomes.”
With extensive experience delivering engineering support across complex Defence capability programs, Liz brings deep systems engineering expertise and a practical ability to bring clarity to complex problems. Her career spans work within Defence project offices, integrated program teams and industry environments, supporting capability development across concept, architecture, acquisition, assurance, test and evaluation, and sustainment. Liz has contributed to major Defence programs across multiple domains, she is known for her disciplined engineering approach, clear communication style, and ability to align operational intent with technically sound and defensible solutions.
Liz founded NEXEC Consulting to address a recurring challenge she observed across Defence programs: capability outcomes are often undermined not by technology avaliability, but by unclear problem definition, misalignment between mission needs and technical implementation, and inconsistent application of engineering discipline. NEXEC was established to close that gap by providing above-the-line engineering support that enables confident decisions and assured capability outcomes.
As Director, Liz leads NEXEC with a strong focus on engineering integrity, professional judgement and quality delivery. She is building NEXEC into a trusted network of expert engineers who share knowledge, uphold rigorous standards and support one another through access to collective expertise creating an environment where engineers can do their best work and Defence can rely on the advice it receives.
